Zelensky is ultra pissed. Turns out Europe failed to steal the russian money, and only got 90 billion dollars from the 136 billion that he demanded. Used to have infinite money, his cabinet was scandalized by various politicians fleeing to Tel Aviv with hundreds of millions of US dollars, including his own defense minister. Without an endless supply of money, there is no way Ukraine can pay its leadership, by Zelensky's own admission.
Once again, the USA betrays Zelensky by not paying him 136 billion dollars in 2025, and Europe fails to fill the gap.

Authoritarian governments like Hungary were still pissed with the decision, because it is the worst combination of all outcomes, as it includes financing the war so it continues, not paying enough so Zelensky can win, while damaging the finances of EU citizens in the process.
